मुख्यमंत्री ने कहा कि श्री तिलक ने सबसे पहले पूर्ण स्वराज की मांग उठाई। उन्होेंने ‘स्वराज मेरा जन्मसिद्ध अधिकार है‘ का प्रेरणादायक उद्घोष किया। इससे जन-जन में देश की स्वतंत्रता के प्रति जागरूकता का संचार हुआ। जनता को देश प्रेम एवं अन्याय के विरूद्ध संगठित करने के लिए उन्होंने सार्वजनिक गणेश उत्सव और शिवाजी उत्सव की शुरूआत की। देश के स्वतंत्रता आंदोलन में उनका यह योगदान सदैव अविस्मरणीय रहेगा।
